Sometimes, the heating and air conditioning equipment is the blame for high energy bills. Sometimes not.
Not all, but the majority of central heating and conditioning systems have existing ducting systems that are too small for the equipment to be used to its potential, resulting in longer running cycles to heat or cool the house, or building, resulting in higher energy bills.
Most ducting systems have fiberglass insulation with a R4 rating, or less. This results in a heat loss through the walls of the ducting. This causes higher energy to be higher because the furnace has to run longer and harder to satisfy the thermostat.
In some cases, duct systems are poorly sealed which result in heat to escape. Again, higher energy bills.
The cure... A correctly sized, thickly insulated, and well sealed duct system.
